No this isn't another "I hate Microsoft" Spam review. Some services such as MSN offered by Microsoft are actually decent.
Hotmail, however, is neither impressive or useful. The service takes for ever to log on to and retrieve email, even with our schools highspeed networks. The web interface is buggy unless you use IE.(Which even at times has problems), so using it on linux or other browsers is a hinderance. Another hinderance is that fact that, unlike other free email services, you cannot access your email through POP3 servers, which means no email clients such as outlook.
Another down side to the all web interface is that errors can occour much more easily when the scripts are executed. This also poses a large security threat to users as security holes, have been exploited and abused by cyberpunks in the past. No web interface can be totally secure.
One cool thing about hotmail is that if you need a temporary address, it is very easy to setup accounts and they will automatically cancel them for you which is a plus in this situation but a con for people who want a long term perm address.
Basically hotmail is only good for people seeking temporary addresses and those are the only users I would recommend this service for.
