Bookings through Hotels.com are not actually confirmed

Use Hotels.com to find the rate, and then go to the hotel's own website to book your room.
I booked a reservation via Hotels.com for a Westin in NJ. When I arrived at the hotel they did not have my reservation. Hotels.com does not have an integrated booking system with each hotel chain. There is no two-way communication between the hotel and hotels.com , so hotels.com has no way to know if the reservation has been confirmed. I think Hotels.com just sends a fax to the hotel and hopes they receive it and make the reservation.
I tried to get I refund from Hotels.com with no luck. Their customer service is horrible. I had to dispute the charge with my Bank.
