How Fair are ATM Surcharges

In my opinion I do not think they should charge alot for non-members. I mean lets face it we do not have enough money to keep giving away to people really do not know who it really goes to in the first place right.
I mean 2 .50 come's out of your account for only pulling $20 .00 dollars out. I think they should only charge .50 cents out that way it does not break you before the next payday. In last month's charges I had over $30 dollars in fee's you are probley saying why not pull it all out at once right.
Well in this day and age you can be robbed at any minute and they can not get your money if it is not on you.
