The Bottom Line: I would recommend a 2000 Honda CR250R to anyone. It is very easy to dial in the engine and suspension to suit your particular needs.

I believe the 2000 CR250 to be one of the best bikes Honda has ever produced. The aluminum frame is a work of art and overall the bike is extremely well built. It still has a very solid feel after one full season of "B" and "A" class racing and many hours of off road in the off season.
The stock engine was an excellent performer but I felt it lacked a little bottom and top. I began tweaking mine soon after purchase with only one part at a time to evaluate each item. I would recommend the following items to complete the engine package:
FMF Fatty pipe, FMF Shorty silencer, Jet accurately to atmospheric conditions (Both the main and pilot will have to go leaner), and advance the ignition timing about 1/8 inch. This particular combination yielded an excellent power band with a hard hit at the bottom that never quit until way up top. The Pro Circuit pipe and R304 silencer hit harder in the middle but lost a noticeable amount of power on the bottom and top. I ran a #40 pilot and #170 main at 70-85 deg F. with the FMF setup. I run the same pilot and a #172 main with the Pro Circuit setup for tight supercross and arenacross tracks.
When the time comes to do a top end, I would suggest a Vertex race piston and/or have the head milled to boost compression. This will help the bottom and mid tremendously. Also, cleaning up the intake tract and replacing the stock reeds with Carbon Tech reeds gives a little more up top. For fuel, I prefer VP C-12 and I jetted a #38 pilot and #155 main at 70-85 deg F.
I don't feel that the suspension needs much for improvement for the average rider. At 205 pounds, I resprung mine with Racetech springs and I have been quite happy with the stock valving and adjustability. Sometimes a little harsh on really, really big supercross-style whoops, but that's a small price to pay for excellent stability and tuneability right out of the box.
I have also noticed that all my friends that ride other flavors of 250 motocross bikes tend to turn faster lap times once they get used to the feel of confidence and stability on my CR.
