Andrew Harlan is an Eternal. A Technician, his life is dedicated to finding the Minimum Necessary Change to nudge the Maximum Desired Response toward the needed Reality Change to enhance the future of mankind.
Governed by the Allwhen Council, inhabitants of Eternity, flesh-and-blood men serving humanity, spend their lives measuring and re-measuring the activities of mankind through the centuries. Downwhen to the 25th Century (when man discovered time travel) and upwhen thousands of centuries. Minimizing war and turmoil, maximizing computer-calculated Realities that bring the best Reality Change for mankind.
But Harlan has met a woman, Noÿs. His view of the sanctity of Eternity, his duty to humanity, change forever. Who is plotting to place him at certain points in time? Why is upwhen suddenly barred to him? What does he owe humanity? What does he owe the woman he loves?
Asimov creates a believable Eternity that interacts in a realistic way with mankind over the centuries. He brings the confusion and sense of betrayal of Harlan to life. The reader is swept along through time and change on the strength of the story and characters to the ultimate decision that Harlan must make for all mankind.
A must read!
