When I first put my infant in this car seat I was dismayed at the straps. Although I could loosen the strap around her legs, the chest length stayed the same because of the double straps. Then I got online and heard others saying they had this issue too and that there was no way to fix it. So I called Evenflo. Not only were they friendly, they were quite helpful in teaching me how to use the straps.
Yes, the straps are confusing. But they DO adjust. You have to push the chest clip up until it is touching the car seat back, and then you can pull on that double strap to adjust the length. There is no reason to go around with improperly used straps on this car seat, just learn how to use them!

We purchased two of these for our twins when they outgrew their infant car seats. They were wonderful in the rear facing position while they were under a year, and also up to about 2 years. The controls in the front were a big help. However, since this seat is so contoured, as they boys got bigger, it was very uncomfortable for them. They looked very scrunched up. we ended up having to go with a more toddler looking carseat for the remaining 2 1/2 years until they were ready for booster seats.
